Safe Horizon Press Release: Victims of Crime Act Funding Increased

VOCA funding has been increased by $681 million in 2016. After first proposing to raid funding set aside for victims of crime, Congress has actually increased funding in the latest appropriations bill expected to pass by the end of the week. CEO Ariel Zwang responds: “Safe Horizon, the nation’s leading victim assistance organization, applauds Congress for increasing the Victims of Crime Act (VOCA) cap in FY16 to more than $3 billion, an increase of $681 million over the previous level. This funding, which derives entirely from federal criminal fines and financial penalties, not taxes, will help organizations like Safe Horizon provide an immediate and compassionate response to families and individuals impacted by domestic violence, child abuse and other serious crimes. Given that just a few months ago Congress was proposing to decrease the VOCA Fund to offset deficits in other areas of the budget, we are grateful that the leadership of the House and Senate chose instead to help bolster the response to crime victims across the country. We are particularly grateful to Senators Chuck Schumer and Kirsten Gillibrand and Representative Nita Lowey for their enormous help in preserving – and enhancing – this vital funding stream.“

Welcome to NYSCARCC

The New York State Child Advocacy Resource and Consultation Center (CARCC), a program of Safe Horizon, was established in April 1996 through a grant from the New York State Office of Children and Family Services. CARCC's mission is to work with Multidisciplinary Teams and Child Advocacy Centers throughout New York State to promote and enhance multidisciplinary responses to child sexual abuse, severe child physical abuse, and child fatality reviews.
